
Frederick Schlosser
Founder and CEO
Mr. Schlosser has more than 30 years of experience as an entrepreneur in a range of senior management roles. In December of 2018, he co-founded a Revenue Cycle Management software company – ML Enterprise Software, with a partner who built and sold a medical billing company. They are developing an end to end Software as a Service (“SaaS”) portal for Revenue Cycle Management (RCM), initially targeted at the Mental Health, Behavioral Health, and Laboratory sectors. The first product, a business intelligence and analytics application has already been developed and is being deployed. Importantly, this product is platform agnostic, and can be employed with any existing billing and collections system. Prior to that, on a restructuring assignment, he turned around a mid-size Behavioral and Mental healthcare company, improving it from an operating loss to a $10 mm EBITDA annual rate, and a NOI of 15 %. Previously, Mr. Schlosser was President and Co-Founder of MTM Healthcare, a company that specialized in medication management and adherence programs utilizing “state of the art” technology to provide medication management pharmacy services to those patients whose lives and well-being are dependent on compliance with complicated and often sophisticated drug regimens.Mr. Schlosser co-founded his first business, a real estate development company in 1986, where he managed a multi-million dollar construction budget and a sizable residential development portfolio. Since then he has held a wide range of senior management roles in the healthcare, software, and financial services industries serving primarily as a CFO, COO, principal, or co-founder. He founded Solstice Strategies in 2009 to assist companies on developing infrastructure, processes, and procedures in preparation for institutional capital raises. Solstice has a deep understanding of the applicability of data technologies to the day to day operations of a business, and how to integrate them to improve business processes and opportunities.
Before that, Mr. Schlosser was a Managing Director of Monument Capital a direct lending platform focused on secured lending to entities with cash flowing assets. Prior to that, Mr. Schlosser was a Managing Director and Partner at Brevet Capital, a special opportunities hedge fund. He was the transactions and structuring partner, and sat on the investment committee. He was responsible for deploying in excess of $150 million in capital, in a variety of transactions. Previously he was the COO of Life Settlements International. He structured and executed a collateralized life settlement bond ($250,000,000 face) with Fortis Bank and CSC Trust Company as counterparties, and structured and executed a cross-border LS deal with a German hedge fund. He facilitated the sale of LSI to Cantor Fitzgerald. Mr. Schlosser has been a CFO and COO of a variety of small companies, including acting as interim CFO of two publicly traded companies. Mr. Schlosser has been active in the private equity markets, both as an advisor to entrepreneurs and consulting for companies on matters of strategy, restructuring and financing.
Mr. Schlosser began his career with Price Waterhouse Coopers. He is a licensed CPA, has an undergraduate degree from Williams College and a MS in accounting from New York University’s Stern School of Business.

Joseph Dumbroff
Founder and President
Joseph Dumbroff is the President and Co-founder of ML Enterprise Software, a software as a service (SaaS) company whose purpose is to utilize automation, machine learning, and AI technology to enhance the revenue cycle in healthcare. Mr. Dumbroff has over 12 years of experience in a range of health care specialties and is most notably known as a medical billing expert. He previously owned and operated a substantial medical billing company, Urgent Medical Billing, that specialized in Mental and Behavioral health revenue cycle services. Over the last 10 years Mr. Dumbroff has also founded a medical detox company and operated several extended stay substance abuse and mental health treatment programs, where he held executive positions at each. He also is the managing partner at Med Matrix, a laboratory services company that has gained a footprint on the East Coast.Mr. Dumbroff attended the University of Pittsburgh where he obtained his Associates degree. He then graduated Florida Atlantic University with a Bachelor of Arts degree in Social Work with a Minor in Business Administration. He is currently working on his Masters degree in Business Administration (MBA) from Florida Atlantic University.
Since the beginning of his career Mr. Dumbroff has remained an accomplished entrepreneur, owning several distinguished companies within the healthcare profession.
